SINGAPORE e-GOVERNMENT RANKINGS BY ACCENTURE, EIU AND THE STOCKHOLM CHALLENGE



Singapore has been ranked near the top in reports by Accenture, the Economist Intelligence Unit (EIU) and The Stockholm Challenge.

In general, the Singapore Government's success in making ICT accessible and acceptable to its citizens is due mainly to the following reasons: 1) its proactive efforts in coordinating among its internal agencies and with industry; 2) the fact that it strenuously promotes via education programmes the use of e-services and; 3) how it uses technology to benefit society.

The report by Accenture1, released on 4 May, 2004, ranked Singapore 2nd in the world for e-Government leadership, behind Canada in first place. Singapore shared the honour with the USA. The Government managed to improve its CRM scores by 19% but did not make as huge an improvement in Service Maturity, as its breath and depth of e-Service offerings are already among the best in the world. CRM and Service Maturity are two key areas identified by Accenture with room for growth.

The white paper from the EIU2 written in cooperation with IBM Institute of Business Value ranked Singapore at 7th position worldwide and 1st among Asian countries. The worldwide position is a jump from last year's 12th position. The paper measures a country's e-readiness by measuring its e-business environment which is a collection of factors that indicate how feasible a market is to Internet-based opportunities. Countries were ranked according to 1) connectivity and technology infrastructure; 2) business environment; 3) consumer and business adoption; 4) legal and policy environment; 5) social and cultural environment and; 6) supporting e-services.


On a project level, the National Archives of Singapore won the "Culture" Award in the 2004 Stockholm Challenge3 for the implementation of Archives Online (http://www.a2o.com.sg/public/html). Access to Archives Online (A2O) is the front face of a holistic solution which allows users to seamlessly search for information across NAS' various independent databases and view selected photographs, maps and plans, synopsis of oral history interviews, transcripts of speeches and watch snippets of audio-visual recordings, round the clock. The Stockholm Challenge Award focuses on the positive effects of today's information society and the benefit information and communication technology can bring people and society. This is the second time Singapore has won. The eCitizen Portal (www.ecitizen.gov.sg) won in the "eGovernment" category in 2002.
